Zelensky States He Lacks Explicit Security Pledge from Allies
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a new Russian aggression.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on midweek.
His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.
However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
The Russian government has not yet commented on the announcement made in the French capital.
President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."
The Ukrainian leader praised that accord as a "huge step forward".
A day later, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.
"But as long as we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.
Witkoff said the participating countries "mostly completed" their work on agreeing security protocols.
Last week, the President indicated a settlement was "90% ready".
Questions of land and defense pledges have been at the center of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to end the war.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
